Action:

Report About Crime And Anti Social Behaviour

The report was noted together with the attempted burglary included in the report and the Police Neighbourhood Meeting to be held on 3 April in Tetbury.  It was agreed to invite a Police representative to the Annual Parish Meeting.

Action:

Update Avening Parish Plan

It was agreed to invite a representative from GRCC to the Annual Parish meeting to promote a review and update of the Parish Plan and enlist the support of residents.  

 

Refurbishment or Replacement of Grit Bins

It was agreed to take no further action for the time being.

 

 

 

 

 

 

 

 

 

Action:

Neighbourhood Warden

The Chairman had investigated the Scheme adopted by Stroud DC which is actively addressing the dog fouling problem with the help of Neighbourhood Wardens and expressed regret that CDC does not offer the same. 

Members discussed various options for preventing dog fouling and the possibility of recruiting a local resident to help.  It was reported that APFA have offered some funding to assist with addressing this issue.  The Council agreed that Cllr J Parsons would consult CDC’s Dog Warden, the matter would be further discussed at the next meeting when consideration could be given to providing a budget for this work and a report included in the Villager explaining that the Council is considering taking action to eliminate the problem.

 

 

 

Action:

Annual Parish Meeting – Thursday, 23 May 2013 at 7.00 pm

It was agreed to follow the same successful format as last year and invite all local organisations and interest groups to promote themselves.  It was also agreed to invite outside organisations such as GRCC and CDC’s Dog Wardens.  The WI would be invited to provide refreshments.

Action:

Flood Alleviation for Avening Primary School and School Lane – Email from Gloucestershire Highways

Cllr J Parsons advised that when the full cost of the work is known, he will investigate grant funding from CDC towards to support Highways’ contribution.  He also reported that he had contacted CDC’s Environment Department regarding the drainage issue in Old Hill.

Cllr Hicks asked Members if they considered this work to be a higher priority than the remodelling of the junction with Tetbury Hill.  It was suggested that a proper survey of drainage and flooding in the Village needs to be carried out before trying to address isolated drainage and flooding issues.  Cllr Hicks also advised that a further £2m has been made available by GCC to repair potholes.

Annual Village Litter Pick

It was agreed to have a stand at the Annual Parish Meeting to promote a litter pick on Saturday, 25 May.

 

 

 

Action:

Support for Avening Playing Field Association

It was reported that members of the Association had tried to attend a previous meeting but it was held at another venue and that they will attend the April meeting to discuss future plans for the Playing Field which it is hoped will include a fort and kick wall.

Members were advised that the Tetbury Office is an outreach of Cirencester and the Nailsworth Office is an outreach of Stroud.  However, it was unclear which office Avening residents could attend and Cllr Conway agreed to determine this so that a donation could be made to the Office used by local residents.

Neighbourhood Development Plan

Cllr Hicks advised the Council of Tetbury Town Council’s and Tetbury Upton Parish Council’s partnership to develop a Neighbourhood Plan.  He asked if there had been any interest in Avening to carry out such a plan and, if so, recommended that it would be best lead by residents and in partnership with neighbouring parishes.  

It was agreed to find more information on Neighbourhood Planning and to invite GAPTC to attend the Annual Parish Meeting to explain further.
